Abstract In this paper,the level and capability index system of sustainable development is put forward.Some new models such as defining index weight with improved AHP,evaluating single index with fuzzy membership function,coordinated coefficient between economy and society,comprehensive evaluation combined with weighted adding and weighted multiplying,etc.Then sustainable development level of 17 cities and districts in Shandong Province in 1995 is evaluated,and the province is divided into 3 belt s.At last the coordinating countermeasure is given.
